The current crisis at Louisville’s Metro Jail has been building for more than forty years. It holds more people than the combined populations of the KY State Penitentiary and the KY State Reformatory. It holds the second largest locked up population in the state but has only 6% of the total population of our 74 county jails! What are the causes and what strategies might create conditions for long term reform? How can we work to prevent another cycle of ineffective crisis management?
